Street trading

Street trading means the selling, exposing or offering for sale any article, including a living thing, in a street.

A "street" is defined very broadly and includes roads, pavement and any area to which the public has access without payment. This includes public and private land. If you want to carry out street trading within Chorley, you must have street trading consent issued by us. 

There are some specific exemptions under the Act and so you are advised to seek your own, independent legal advice before attempting to trade. 

Apply for street trading consent

If you want to apply for street trading consent, you should first read our street trading policy (PDF) [589KB] which sets out the application requirements in full. 

To apply, download the  Street Trading Application and Conditions (PDF) [125KB] . Once complete you should return it to us by email to contact@chorley.gov.uk. Alternatively you can return by post to: Licensing Team, Civic Offices, Union Street, Chorley, PR7 1AL.

You will need to give details of any person who is going to be employed or work under the consent, which needs to include a passport photograph and a basic DBS. 

You will need to provide a Certificate of Public Liability insurance and, if you employ any staff members, a Certificate of Employer's Liability Insurance.

All fees are for a 12-month consent

Food business registrations

If you propose to sell food or drink, you will also need to register as a food business in the area in which you are based. View more information on registering a food business.

You will need to provide proof of your registration with your application. 

Street trading consent will not be granted if you achieve a food hygiene rating lower than 3 stars. 

Acceptable locations

We have adopted a system of street trading which has designated "prohibited street" and "consent streets". Prohibited streets will not be granted a street trading consent. Any area which is not a prohibited street is a consent street.

Conditions attached to consent

If granted a street trading consent, you will have standard conditions attached to it. Our standard conditions can be found on pages 5 and 6 of the street trading policy (PDF) [589KB] . If you breach these conditions whilst trading, we may revoke the consent. Any person who carries out street trading without a consent commits an offence and may be fined £1,000.
